♥ The PAPWEAM Framework

Seven Dimensions.
One Living System .

To be a steward of the Cape Peninsula is to understand what you are protecting. When each of these seven dimensions is tended with care and intelligence, life flourishes. This is the lens through which the Cape Bioregion Coalition approaches all of its work.

PAPWEAM

PAPWEAM—People, Animals, Plants, Water, Earth, Air, Microbes—are not separate categories. They’re interlocking threads of a single living fabric. People are nature. When soil microbes are poisoned, plants suffer. Animals decline. Pollination networks collapse. Water degrades. Air fills with smoke. All life diminishes.

♥ hope for the future

“When a complex system is far from equilibrium, small islands of coherence in a sea of chaos have the capacity to shift the entire system to a higher order.”

— Ilya Prigogine

Nobel Prize-winning chemist

♥ OUR GUIDING PRINCIPLES

People, Animals, Plants, Water, Earth, Air, & Microbes.
Our Ecological Compass

Claim your sovereignty as a
co-creator of this bioregion’s future.

The Cape Floristic Region cannot survive without our active,
coordinated, and sustained intervention.

We Believe This Bioregion is the Primary Unit of Governance
READ MORE

The Cape Peninsula’s ecological boundaries — its watersheds, mountain ranges, and biodiversity corridors — must define the frame within which we plan, govern, and act. Political boundaries are human constructs; ecosystems are not.

We Believe Nature has Inherent Rights
READ MORE

The Fynbos, the wetlands, the rivers, the marine ecosystems, and the species that inhabit them are not resources to be managed for human benefit alone. They are living communities with an inherent right to exist, regenerate, and evolve. We align with the global movement for Earth Jurisprudence and the Rights of Nature, and we call for the legal and cultural recognition of these rights in South Africa

We Believe Communities have Sovereignty over their Environment
READ MORE

Communities have the right to participate meaningfully in the governance, management, and celebration of the living systems they inhabit. Environmental sovereignty is not a privilege — it is a fundamental right. The Coalition exists to activate and amplify that sovereignty.

We Believe Stewardship is a Collective Practice
READ MORE

o single institution, organisation, or community can regenerate this bioregion alone. Stewardship requires the active, coordinated, and humble participation of all who call this place home — from the scientists at SANBI to the youth in Khayelitsha, from the farmers of the Winelands to the fishers of Hout Bay.

We Believe in Ecological Intelligence over Chemical Management
READ MORE

The overuse of Highly Hazardous Pesticides, the mismanagement of fire, and the indiscriminate clearing of vegetation without replanting are symptoms of a management culture that treats nature as a problem to be controlled rather than a living system to be understood. We advocate for ecological intelligence — working with the logic of living systems rather than against it.

We Believe Development Must Be Regenerative and Just
READ MORE

Economic growth that degrades ecosystems and deepens inequality is not development — it is destruction. We advocate for a regenerative economy that creates livelihoods through restoration, that builds communities through ecological stewardship, and that distributes the benefits of a healthy bioregion equitably.

We Believe Civil Society is the Indispensable Force
READ MORE

Governments set policy; institutions implement mandates. But it is civil society — organised, informed, and empowered — that holds the long-term vision, builds the social trust, and drives the cultural transformation that lasting change requires. We are not passive participants in the governance of this bioregion. We are co-creators of its future.

We Believe in the Power of Data and Transparency

We commit to grounding our work in evidence. We will map, monitor, and share our ecological impact using platforms like Restor, connecting local restoration efforts to global networks of knowledge, funding, and solidarity

♥ OUR APPROACH

Rethink the Problem.
Redesign the Solution.

The Cape Floristic Region cannot survive the fragmentation of governance, the erosion of civil society, the poisoning of its soils and waters, and the disconnection of communities from the land they inhabit — not without our active, coordinated, and sustained intervention.

Trees: A Nuanced and Phased Approach

The Cape Peninsula tree question needs nuance beyond ‘indigenous is good and alien is bad.’ Introduced trees are now deeply embedded in the ecology and provide shade, habitat, and resources for people and animals. The goal is not eliminating all non-indigenous trees, but rather to restore native Fynbos and forest through thoughtful and proportionate management. The critical principle is this: we cannot remove before we have replanted.

Fire: Prevention, Not Reaction

Fire is the Fynbos’s oldest ally and its most dangerous threat — the difference being timing, intensity, and management. Natural cycles run every 10–20 years, regenerating the ecosystem. But increasingly frequent, intense fires — fueled by invasive species, climate change, and misaligned institutional priorities — destroy rather than renew. The solution lies in proactive prevention: fuel-load management, controlled burning, and community awareness.

Pesticides: Protecting the Living Soil

Highly Hazardous Pesticide overuse threatens this bioregion invisibly yet profoundly. Chemicals leach into soil and water, accumulate in organisms, reach human food chains. Indiscriminate spraying destroys foundational ecological communities. The Coalition calls for immediate review of pesticide use in public land management, eliminating HHPs and transitioning to ecological approaches working with, not against, the living systems of this place.

Baboons: Coexistence Through Restoration

Chacma baboons are keystone species — seed dispersers and ecological engineers shaping this landscape for millennia. Urban conflict stems from habitat loss, food insecurity, and land-use issues we created. Our solution is to restore habitat with indigenous plants to reduce urban pressure. This long-term strategy targets root causes while interim non-lethal management protects communities and baboons during transition.

♥ Our Commitments

Eleven Commitments.
One Shared Home

The Cape Peninsula is not a backdrop to our lives; it is the living system that makes our lives possible. Its regeneration is not a project or a programme. It is a practice, a commitment, and a way of being in the world. The Cape Bioregion Coalition, make the following commitments to this bioregion and to each other:

OUR MISSION

We commit to building a unified civil society alliance that weaves together the diverse voices of our communities.

We commit to engaging with government and institutions to build bioregional governance that follows ecological, not administrative, boundaries.

We commit to basing decisions on all knowledge — scientific, local, and indigenous — and making it transparent and actionable for everyone in our alliance.

We commit to advocating for rights of nature and legal frameworks recognising the intrinsic value of the Cape Floristic Region.

We commit to a phased, intelligent approach to landscape restoration — progressively removing invasive species as indigenous communities return, never clearing before replanting.

We commit to shifting fire management from reactive fire-fighting to prevention and controlled burning, restoring the natural fire cycle the Fynbos depends upon.

We commit to eliminating Highly Hazardous Pesticides from public land management and advocating ecological approaches that protect the bioregion's soil, water, and living communities.

We commit to addressing human-wildlife conflict through rewilding mountain and Fynbos habitats, restoring foraging resources for keystone species like the Chacma baboon rather than relying on lethal management.

We commit to linking this bioregion to the global bioregional movement, sharing our knowledge and experience with networks building infrastructure for planetary regeneration.

We commit to acting with integrity, humility, and long-term resolve, knowing that the work of regeneration spans generations and that our role is to plant seeds whose shade we may never sit under.
